I was able to get into the Executive Committee Meeting that started at 11:30am, but there is no sound? And no one is responding to my chats.

There is sound. This is what we are looking at and it sounds like some public comments are being made.

This person is speaking and is talking about a transition. She said next steps are to have a search committee.

They are giving themselves a 10 minute recess. Full Board will start at 1:30pm.




Agenda was approved with items a few items removed. Board minutes were approved. Committee minutes were received and filed.

Director of Comms shared that DWIHN is sponsoring the Michigan Chronical Men of Excellence Award Ceremony on June 27th and the 10th anniversary of the faith-based conference on Thursday July 18th.

Jumping to the Board Actions per request - 21-73 -- $12,895 additional funds to increase bandwidth between Milwaukee and Woodward. Approved. 22-50 & 24-07 -- approved with no discussion.

24-06, 24-12, & 24-13 from the program compliance committee are all approved. Moving to New Business.

24-26 -- Summer Youth Employment Program, requesting approval to agreement with 13 agencies throughout Wayne County that will employ roughly 900 students aged 14-24 from June-Sept. McNamara, Phillips, and Ruth abstained. This was approved.


Board Chair Report -- Several members attended the Mackinaw Policy Conference and Hill Day. CMHAM Conference, Mr. Parker will be nominated at the fall conference for the treasurer position.

It was officially announced at the Executive Committee that Eric Doeh () is stepping down as CEO of Detroit Wayne Integrated Health Network. He is sharing how much the organization has meant to him and how difficult of a decision this has been. dwihn.org/ceo-corner

Per the bylaws, the Executive Committee is responsible to respond to this departure. There will be a process in naming an interim CEO, and a search committee will be established on a volunteer basis made up of 5 board members. Final recommendations will be brought to full board.

*The Annual Meeting will be hosted July 17, 2024, 11:00am at Crystal Gardens in Southgate. *Metro Region Meeting will be hosted by DWIHN, date TBD. *Budget Hearing (joint Finance and Program Compliance Committee Meeting) will be August 7, 2024.

Finance Committee Report -- Budget timeline will be submitted by July 3rd.

Program Compliance Report -- Two new investigators have been hired. DHHS reviewed and accepted their assessment plan of correction. Abuse and neglect cases and time they are open will be reported in agendas going forward.

Recipient Rights Advisory Committee -- SUD Oversight Board has extensive overview of current opioid epidemic presentation. A presentation by the comms dept about Mental Heath Youth Council was given.

Updates to the credit card policy were minor. Timeframe for reconciliation went from 10 to 20 business days. Ability to cover memberships and travel expenses were firmed up. This was approved.

Board Building Committee -- Down River Care Center have negotiated price under costs and will be moving forward on closing.

CEO Report -- Updates on Provider Stability Plan include increased rates on several CPT codes and a value based payment offering opportunities to expand the network.

In Oct 2022, Easterseals and Macomb Oakland Regional Center (MORC) merged to provide smoother services. In Wayne County, Easterseals MORC provides the following services --

Board Members confirmed for the new CEO search committee will be Bernard Parker, Angela Bullock, William Phillips, Karima Bentounsi, and Kenya Ruth.

Public Comment -- 1. Suggestion to offer mental health days at teen wellness center. 2. Asking for increase in pay and mental health days. Also expresses a need for short and long term disability. 3, 4, & 5 from Teen Wellness Center has concerns about public contract.
