The College Township Water Authority (the “CTWA”) was formed by a resolution of the Council of College Township, Centre County, Pennsylvania, adopted on May 2, 1996, pursuant to the Pennsylvania Municipality Authorities Act of 1945. In September 1998, the CTWA executed a management agreement with College Township ( the “Township”) whereby the Township provides office space as well as the management supervision and personnel necessary to manage and operate the water system in a professional, efficient, and economic manner.
